We are witnessing a global transformation and political, economic and cultural changes at a speed never seen before. In this scenario, Youth and Adult Learning and Education (LEYA) is a common necessity and should be a priority of all countries.
LEYA is key to ensuring "inclusive, equitable and quality education and promoting lifelong learning opportunities" and to fostering health and well-being, decent work and economic growth, participation and democratic coexistence, personal dignity and social transformation.
To achieve inclusive, equitable and quality education and meet lifelong learning needs for all, the commitment and action of the Latin American and Caribbean States is required at least in the matters of: i) policy, ii) governance, iii) financing, iv) participation, inclusion and equity, and v) quality.
